Rabdan Academy has launched its Bachelor of Disaster Management programme, designed to prepare specialised national leaders in disaster and emergency management and help strengthen national preparedness, institutional resilience and business continuity in line with international standards.

The launch reflects Rabdan Academy’s continued commitment to developing specialised academic programmes that respond to national priorities and evolving global requirements. Through an integrated educational approach that combines academic knowledge with practical application, the programme aims to equip national talent with the capabilities required to effectively manage diverse risks, crises, and disasters, while aligning with leading international practices in the field.

The programme is designed to prepare graduates to lead and manage multidisciplinary teams, use advanced technologies, apply ethical practices, and adhere to international standards in risk assessment and emergency response. It also equips students with the ability to coordinate efforts across multiple entities and implement integrated disaster management solutions that support institutional preparedness, community resilience, and long-term sustainability.

The programme incorporates the eight internationally recognised principles of emergency management: comprehensiveness, progressive thinking, risk-driven approaches, integration, collaboration, coordination, flexibility, and professionalism. These principles ensure students develop a strong theoretical foundation alongside advanced practical capabilities aligned with global standards and best practices.

For his part, Dr. Carlos Samuel, Program Chair of the Bachelor of Disaster Management Programme, said: "The programme is founded on an advanced academic vision that integrates scientific principles with practical applications, providing students with a comprehensive understanding of disaster management across its various stages, from risk assessment and preparedness to response, recovery, and resilience building."

Dr. Samuel added: "The programme focuses on preparing graduates to perform functions across comprehensive disaster management including development of risk management and preparedness strategies at the national and local institutional levels, and understanding the synergy between each. This is achieved through an evidence- and data-driven approach, adherence to the highest ethical and professional standards, and the promotion of innovation and continuous improvement. The programme also strengthens students’ ability to adapt to evolving challenges, ensuring graduates are future ready in accordance with UAE standards for employability in resilience roles within the government and private sector. These aims are further bolstered by a diverse faculty body who combine contemporary, innovative teaching approaches with specialized domain expertise and research published in top-tier resilience academic journals."

The programme is offered at Rabdan Academy's Faculty of Resilience as a full-time programme delivered through in-person learning, with the option to deliver up to 25% of courses online. This approach provides students with an integrated learning experience that combines flexibility with academic excellence and quality outcomes.

The programme offers three progressive academic qualifications, providing students with flexible pathways aligned with their academic and professional aspirations. Students may obtain a Diploma upon completion of 60 credit hours over two years, an Advanced Diploma upon completion of 90 credit hours over three years, and a Bachelor’s Degree in Disaster Management upon completion of 120 credit hours over four years. The programme allows students pursuing the Bachelor’s degree to do so through a general track or one of four specialized concentration areas in Business Continuity and Organizational Resilience, Civil Defense and Emergency Services, Health Emergency Management, and Safety Science and Risk Engineering.

The programme adopts innovative teaching methodologies focused on virtual reality simulations, AI-supported scenario planning, and real-world case studies. These approaches enable students to develop practical expertise in risk assessment, vulnerability analysis, multi-agency coordination, business continuity planning, crisis communication, the application of advanced technologies in disaster management, recovery planning, and enhancing community readiness and resilience.

The programme’s outcomes are designed to equip graduates with the ability to apply disaster and emergency management principles, frameworks, and systems across diverse environments. Graduates will be prepared to integrate qualitative and quantitative evidence into risk assessments and preparedness strategies, demonstrate leadership and coordination across multi-agency and cross-sector environments, communicate effectively during crises, apply ethical, legal, and professional standards, and adopt innovative technological and methodological approaches in disaster management practices.

The programme is accredited by the Commission for Academic Accreditation, Abu Dhabi Department of Education and Knowledge, and the Southern Association of Colleges and Schools Commission on Colleges in the United States, reflecting Rabdan Academy’s commitment to delivering academic programmes that meet internationally recognised quality and regulatory standards.

The programme meets Rabdan Academy’s general admission requirements, in addition to programme-specific requirements, including English language proficiency criteria. For applicants graduating from UAE schools, admission requires a minimum average of 80% for the General Track, 75% for the Advanced Track, and 70% for the Elite Track, in accordance with approved admission requirements.

Rabdan Academy has opened online applications for admission to the Bachelor’s Programme in Disaster Management for the Fall 2026 semester. Applications for the Spring 2027 semester will open on 2 November 2026 and remain open until 1 January 2027.
