The Abu Dhabi Projects and Infrastructure Centre (ADPIC) have signed two agreements with China’s leading urban development firms, Q Home and 3Enovator Technology, during the Abu Dhabi Infrastructure Summit (ADIS) International Roadshow in Shanghai, China, unlocking advanced modular construction systems and AI-driven smart city solutions for the Emirate’s infrastructure transformation.
ADPIC formalised partnerships with Q Home, a joint venture between NetZero (UAE) and Broad Homes (China), to localise modular construction systems and industrialised building technologies, and 3Enovator Technology to deploy AI applications in infrastructure governance and digital transformation of capital projects. The agreements aim to strengthen Abu Dhabi’s vision to develop smart, sustainable and innovative governance frameworks for construction and infrastructure monitoring, laying a foundation for future-ready, Net-Zero infrastructure and smart city development in the Emirate.
The Q Home agreement was signed by His Excellency Maysarah Mahmoud Salim Eid, Director General of ADPIC and Weilong Li, CEO of QHome, in the presence of His Excellency Mohamed Ali Al Shorafa, Chairman, Department of Municipalities and Transport (DMT) and Qabous Bashatah, Founder and Director of Q Home. The Abu Dhabi delegation witnessed a live demonstration of advanced modular construction technologies at Q Home’s manufacturing facility, showcasing prefabricated building systems, sustainable materials, and localised production processes designed for scalable housing solutions.

Together with our Chinese partners, we are co-creating and establishing the future blueprint for liveable cities that serve generations to come.”

ADPIC’s partnership with 3Enovator Technology focuses on collaborative opportunities to develop AI applications in infrastructure, smart city systems and digital transformation of capital projects.

The Abu Dhabi delegation included His Excellency Adel Salem Al Nuaimi, Executive Director of Capital Projects Contractual Affairs Sector at ADPIC; Khadija Khalifa Mubarak Saif Al Rubaei, Director of Strategic Development and Integration at ADPIC; Mohamed Sayyah Al Mansoori, Director of Strategic and Support Services Office at ADPIC; Bashar Abu Ghannam, Director of Research, Development, and Transformation at ADPIC; Adel Albreiki, Chief Executive Officer of Aldar Project; Yaser Al Nuaimi, Chief Delivery Officer of Aldar Project; and Carlos Wakim, Chief Executive Officer of Bloom Holding.
Senior officials engaged with over 20 leading industry experts in high-level meetings with China Civil Engineering Construction Corporation (CCEC), China Construction Technology Company (CCTC), CPG Corporation, China Urban Construction Design and Research Institute (CUCD), North China Municipal Engineering Design & Research Institute (NCME), China Communications Construction Company (CCCC), represented by China Harbour Engineering Company, Cifi Holdings, and Greentown China Holdings, exploring avenues for collaboration in sustainable development, transportation, housing, and modular engineering.
The delegation also visited the Shanghai Smart City AI Institute and met with Zevo Technologies to explore 3D printing technologies in construction, accelerating Abu Dhabi’s transition to smarter, resilient urban growth.
China and the UAE have established strong bilateral ties across infrastructure and construction sectors over decades, built on China’s proven leadership in industrialised city-building, prefabricated housing and artificial intelligence for large-scale project management. The ADIS Roadshow in Shanghai presents opportunities for Abu Dhabi to pilot digital construction technologies, rapid-assembly modular approaches and low-carbon, smart industrial zones jointly developed with world-leading partners.
The Roadshow is part of ADPIC's international engagement strategy, following the inaugural Abu Dhabi Infrastructure Summit in June 2025, which was attended by His Highness Sheikh Khaled bin Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi, and welcomed over 4,100 participants from more than 100 countries. The ADIS International Roadshow continues with strategic missions to Turkey (Ankara and Istanbul) in November 2025.
