In alignment with the visionary direction of the leadership of the UAE, which aims to enhance quality of life, foster a cohesive and inclusive society, develop human capabilities, and achieve sustainable development, and in accordance with the strategic framework of the Department of Community Development in Abu Dhabi, which is committed to ensuring a dignified standard of living for all members of society and strengthening the family unit as the foundation of a tolerant and supportive community, the Family Care Authority’s (FCA) Halfway Houses facility has received a prestigious international accreditation from the Commission on Accreditation of Rehabilitation Facilities (CARF), a globally recognised benchmark for excellence in social reintegration and recovery services.
Awarded for a full three-year term, this accreditation marks a historic milestone as Halfway House becomes the first social reintegration services facility in the region to earn this global distinction, with zero recommendations. The certification recognised an exceptionally flawless performance attained by three per cent of facilities worldwide without any observations. CARF accreditation recognises Halfway House’s robust framework for quality, safety, and evidence-based care, reflecting FCA’s commitment to delivering person-centred rehabilitation that supports long-term recovery and successful reintegration the community.
Her Excellency Salama Ajlan Al Ameemi, Director General, Family Care Authority, said: “When we introduced the Halfway Houses facility, our goal was to build a bridge between rehabilitation and social reintegration, a place where individuals can rebuild their confidence and sense of belonging. Rehabilitation extends beyond treatment; it is a journey towards reclaiming life and strengthening family bonds. The accreditation of the Halfway Houses by the Commission on Accreditation of Rehabilitation Facilities (CARF) affirms that we are on the right path. It shows that our programmes meet the highest international standards and that Abu Dhabi is setting a benchmark for how communities can come together to support healing, hope, and long-term wellbeing.”
Dr. Alyaa Al Jasmi, Care Homes Division Manager, Family Care Authority, said: “Earning a three-year CARF accreditation is an extraordinary achievement and a proud moment for everyone involved. It reflects the dedication of our workforce and partners; whose shared commitment to best-in-class standards has made the Halfway Houses a centre of excellence for recovery and social reintegration.”
Halfway Houses are a key pillar within Abu Dhabi’s social reintegration ecosystem, providing a safe environment for individuals recovering from addiction disorders or behavioural challenges. Since its establishment in 2023, the Halfway Houses has helped residents rebuild life skills, reconnect with their families, and reintegrate into society through tailored programmes in counselling, vocational training, and social support.
CARF is an independent, nonprofit accreditation body whose mission is to promote the quality, value, and optimal outcomes of services through a consultative accreditation process and continuous improvement services that centres on enhancing the lives of the persons served. Founded in 1966 and headquartered in the US, the Commission on Accreditation of Rehabilitation Facilities, now known as CARF International, establishes consumer-focused standards to help organisations measure and improve the quality of their programmes and services.
The CARF accreditation reaffirms the FCA’s commitment to providing world-class rehabilitation and social reintegration services that meet the highest standards of quality, safety, excellence and accountability. It positions the Halfway House locally and regionally as a trusted model for evidence-based, person-centred care, aligned with Abu Dhabi’s vision for social wellbeing, and focused on long-term recovery and social reintegration into society, while reflecting the authority’s broader mission to strengthen families, support mental health, and build resilient, inclusive communities.
